Zambia has taken centre stage in the global conversation on sustainable development after Vice President Mrs. W.K. Mutale Nalumango delivered a high-level strategic address at the World Government Summit in Dubai, United Arab Emirates, where she outlined the country’s bold vision for advancing water security as a foundation for economic transformation.
The World Government Summit is a premier international platform that brings together world leaders, policymakers and experts to explore innovative governance models and future-focused public administration strategies. Held under the theme “Shaping Future Governments,” the summit focuses on international cooperation, technological advancement, sustainability and inclusive economic growth.
In her address, the Vice President underscored Zambia’s proactive stance on water security, describing it as a key driver of national development, regional stability and global cooperation. She emphasised that access to safe and reliable water is not only a social necessity but also a strategic economic asset that supports agriculture, energy, industry and public health.
Mrs. Nalumango highlighted Government’s commitment to integrated water resources management, noting that coordinated planning and investment are essential to addressing Zambia’s development challenges and building resilience to climate change.
Looking beyond national borders, the Vice President called for the establishment of a binding global water governance framework, alongside reforms to the international financial architecture to unlock blended finance for large-scale water investments. She stressed that such reforms are critical as the world prepares for the 2026 United Nations Water Conference, where water security will be a central agenda item.
Zambia has already demonstrated its seriousness of purpose by mobilising US$1.82 billion under the Zambia Water Investment Programme, while seeking an additional US$3.98 billion in global financing to strengthen water security initiatives and drive socio-economic growth. These investments are expected to significantly improve access to clean water, sanitation and hygiene services across the country.
Further elevating Zambia’s global role, Mrs. Nalumango announced that the country will co-chair the Interactive Dialogue on Water for Cooperation at the 2026 UN Water Conference in Abu Dhabi. This position will allow Zambia to help shape international policy discussions and foster stronger partnerships around shared water resources.
The Vice President’s address, delivered on behalf of President Hakainde Hichilema, reflects Zambia’s growing influence in regional and global water governance and its ambition to contribute practical solutions to one of the world’s most urgent development challenges.
